Who keeps receipts?: Gov. DeSantis’ plan to refund Hillsborough transportation tax revenue is complicated

Gov. Ron DeSantis wants to refund the $570 million collected from Hillsborough County’s transportation sales tax that was ultimately ruled unconstitutional, but it’s not clear how that would even work. 

Under most scenarios, people due a refund would seemingly need to provide receipts showing what they were owed. But who keeps receipts from everything they purchased, especially some three years ago?

Tampa Bay Times reporter C.T. Bowen addressed that question and found few answers to the logistics, except to discover that businesses leasing commercial space might be the biggest beneficiaries. 

Those businesses were charged the tax for 26 months.
